Microsoft’s developer problem

What can Microsoft do to encourage developers to create great Windows 8 and Windows Phone 8 apps?

^ This is what I’ve been saying.

The thing is, though, everyone still has access to at least one Windows box.  And with that massive install base, it’s hard for an app not to be profitable.  Especially when you consider that it can be sold on both the Windows Phone market and the Windows 8 market, if Microsoft’s claims are correct.
